I can't figure out why the media is so wound up about this. Looks to me like they are having a bit of fun, and the lady seems to be enjoying it too.

At about the 2:20 mark, note the two bystanders with their rifles over their shoulders, who suddenly hurry off-camera. If you read their lips, you'll see that one of them is saying "Let's step over here or we'll end up on Twango!"
