#3 was a joke amendment proposed by the delegate from France, which happened to pass 6-5 on account of the reasoning provided by the delegate from China. (The Chinese film industry, and the global film industry, needs new high-def footage of nuclear explosions, as opposed to the grainy and/or black & white footage we have now from the 40s and 50s)
